In early 2026, Immigration, Refugees and Citizenship Canada (IRCC) announced updated caps for international study permit intakes. This measure aims to protect international students from unsustainable housing spikes and ensure colleges maintain teaching excellence. However, this has created significant confusion for aspiring scholars worldwide.

Under the current regulations, almost every study permit application requires a Provincial Attestation Letter (PAL) issued by the province where the college is situated (e.g. Ontario or British Columbia). Understanding how provinces distribute these allocations is critical to securing your admission.
